The four departments have implemented a package of incremental policies to step up efforts to assist enterprises. How to do this specifically- One article to understand!

On September 26, the Central Political Bureau held a meeting to outline a comprehensive package of policies aimed at boosting the economy. Following this, a State Council executive meeting on September 29 focused specifically on the implementation of these measures. In line with the decisions made by the Central Committee of the Communist Party and the State Council, the State Council’s Information Office held a press conference on October 14. Officials from the National Market Supervision Administration, the Ministry of Industry and Information Technology, the Ministry of Justice, and the National Financial Regulatory Administration shared specific policy measures designed to assist businesses.

One of the key initiatives is to provide targeted support for different types of business operations. The focus is on addressing the practical difficulties faced by small and micro enterprises in their day-to-day operations, with intensified efforts to assist individual entrepreneurs. The plan includes fostering coordinated growth between platform enterprises and the merchants within them, along with the release of specific measures to maximize the positive impact of platform businesses and support the development of small and medium enterprises (SMEs). The aim is to enhance the innovation capabilities and professional standards of SMEs, accelerating the high-quality growth of specialized, innovative SMEs and “little giant” companies.

In terms of reducing the burden on businesses, there’s a strong emphasis on lowering institutional transaction costs and advancing the “Efficient Process” reform initiative. This aims to streamline operations, shifting the approach from “multiple locations, multiple windows, multiple times” to “one location, one window, one time.” Furthermore, efforts will be made to strengthen the long-term regulatory mechanism for enterprise-related fees, revise the regulations that ensure timely payment to SMEs, and protect their legitimate rights and interests.

Creating a fair competitive market environment is also a priority. The government plans to introduce and implement stricter institutional measures to combat local protectionism and market fragmentation. The revision of the Anti-Unfair Competition Law will be expedited, alongside strengthened implementation of Fair Competition Review Regulations. There will be a robust campaign to address issues such as intellectual property infringement, trade secrets violations, and the sale of counterfeit goods, ultimately enhancing business vitality through improved market order.

Strengthening the support for business resources is essential, with an emphasis on encouraging financial institutions to boost their backing for the real economy. The aim is to enhance financing mechanisms for small and micro enterprises, helping alleviate their funding challenges. Relevant departments will promote mechanisms that enhance credit based on technological capabilities and quality qualifications, increasing the accessibility and convenience of financing for smaller businesses. One-stop services, including financing connections and digital empowerment for SMEs, will also be provided to help them reduce costs, improve efficiency, and elevate quality.

Additionally, there is a commitment to safeguarding the legal rights and interests of business operators. The government aims to accelerate the introduction of the Private Economy Promotion Law and effectively implement the Business Environment Optimization Regulations, creating a conducive environment for the development of the non-public economy. Measures addressing barriers to market entry and restrictions on inter-region business relocation will be researched and proposed swiftly in response to business concerns. The government will also conduct a comprehensive review of laws and regulations affecting enterprises, seeking to eliminate discriminatory or differential treatment based on ownership, scale, or regional factors.

Moreover, the government will strictly regulate enforcement and supervisory behavior towards businesses. There will be a heightened focus on the supervision of administrative law enforcement related to enterprises and the establishment of communication mechanisms for enforcement-related grievances. There will be increased efforts in handling administrative review cases involving businesses. Specific measures will be rolled out to promote service-oriented law enforcement, ensuring that service is a key aspect throughout the regulatory process, scientifically guiding enterprises towards lawful and compliant operations.
