On October 27, reports from the Liaoning Provincial Commission for Discipline Inspection and Supervision reveal significant developments concerning Bu Shijie, the former deputy secretary of the Shenyang municipal government. Following the approval of the Liaoning Provincial Committee, an investigation has been launched into Bu’s serious violations of discipline and law.

The investigation uncovered that Bu Shijie had lost his ideals and beliefs, strayed from his original mission, and ignored the principles outlined in the Central Committee’s Eight-point Regulation. He was found to have improperly accepted gifts and monetary benefits, wrongly borrowed properties from management and service subjects, and accepted renovation services in violation of regulations. Furthermore, he breached organizational principles by securing benefits for others in employee recruitment-related matters and made unauthorized decisions affecting the cultivation of crops in the Lia River conservation area. He also allowed enterprises to commence construction without proper approvals, which constitutes a serious breach of legal and ethical boundaries.

Bu’s actions reflect severe violations of the Party’s organizational, integrity, and work discipline, amounting to significant misconduct while also raising suspicions of bribery. His behavior continued unabated even after the 18th National Congress, showcasing a grave nature and adverse impact, warranting serious repercussions. In accordance with relevant regulations including the “Disciplinary Regulations of the Communist Party of China,” the “Supervision Law of the People’s Republic of China,” and the “Administrative Punishment Law for Public Officials,” the Liaoning Provincial Commission decided, after deliberation and with the Provincial Committee’s approval, to expel Bu Shijie from the Party, remove him from his public position, confiscate his illegal gains, and transfer the criminal investigation to the prosecutorial authorities for examination and prosecution, along with the related assets.
