Chengdu launches the “Build a Garden Full of Gardens” campaign to promote high-quality development of industrial parks

On October 24, a high-quality development conference for industrial parks in Chengdu was held, with notable attendance from prominent officials. Among them was Cao Lijun, a member of the Standing Committee of the Sichuan Provincial Party Committee and the Secretary of the Chengdu Municipal Party Committee, who delivered a keynote speech.

Cao emphasized the importance of redefining the direction of economic development by prioritizing industrial parks. He introduced an initiative termed the “Establishment and Fulfillment of Parks” action, which aims to “optimize quality, establish characteristics, empower efficiency, and ensure full occupancy of enterprises” in these parks. This initiative focuses on specialization and uniqueness, striving to elevate the scale and competitiveness of industries, ultimately transforming the parks into the main battlefield and engine for high-quality development in the city.

The meeting was presided over by Wang Fengchao, the Deputy Secretary of the Chengdu Municipal Committee and the Mayor of Chengdu. Other notable attendees included Bao Hui, Chairman of the Chengdu Municipal People’s Congress Standing Committee, Zhang Shan, Chairman of the Chengdu Municipal Committee of the Chinese People’s Political Consultative Conference, and Chen Yanfu, Deputy Secretary of the Chengdu Municipal Party Committee.

Prior to the conference, leaders from Chengdu’s four major executive bodies embarked on tours along four routes to inspect various industrial parks, observing the progress and development firsthand. During the meeting, Cao Junjie, a member of the Chengdu Municipal Committee, Executive Vice Mayor, and Secretary of the Party Working Committee of Chengdu High-Tech Zone, provided insights on the notice regarding the “Establishment and Fulfillment of Parks” action. Other city departments and representatives from certain parks and enterprises contributed to the discussion, including leaders from the Sichuan Development and Reform Commission and other relevant agencies, who spoke on their support for Chengdu’s drive toward high-quality development of industrial parks.

In recent years, Chengdu has focused on strengthening its industrial framework to guide park development, leading to accelerated construction of major projects, expansion of industrial scale, and improvements in infrastructure. This has established a solid foundation for high-quality park development. However, Cao noted that the quality and efficiency of Chengdu’s economic development still require further enhancement.

He stated, “To boost the economy and enhance construction, we must firmly build a modern industrial system led by manufacturing. To create this system, we need to strengthen industrial parks primarily composed of development zones and focus uniquely on improving the quality and effectiveness of development.”

The initiative aims to optimize the spatial layout, functional positioning, and industrial structure of the parks, enhancing infrastructure, public services, and overall appearance to realize “characteristic development.” Additionally, through policy support, technological advancements, and efficient management, it seeks to improve service efficiency and output effectiveness, ensuring occupancy by enterprises.

Chengdu is committed to a problem-oriented approach, concentrating on key areas to accelerate the modernization, specialization, and unique development of industrial parks. The focus will be on precise positioning, promoting cluster development to enhance the scale of the parks, stimulating innovation to energize these hubs, optimizing the environment for comfort, and employing reforms to boost operational efficiency.
